City staff have been directed to address parking throughout the City, specifically areas that currently have limited parking regulations and/or allow parking on both sides of the street.
The following criteria were taken into consideration:
- On Feb. 14, 2021, the fire apparatus responding to an emergency call could not make it down 3rd Street, north of 29th Avenue, due to the obstruction caused by vehicles parked on both sides of the street. The fire apparatus had to back down the street, preventing it from quickly accessing the emergency scene.
- The area north of 29th Avenue was evaluated, and “No Parking” zones were added. From this process, City staff have been directed to address parking throughout the city.
- The city was divided into areas – to take sections at a time – to both allow the public time to comment and to have a manageable area to install signs. The entire city will be addressed at some point.
- Area 1: On Nov. 14, 2022, Council approved no parking signage changes, which included properties W 8th Avenue, Dry Creek, Boyson Road and the westerly limits of the City.
- Area 2: On May 23, 2024: Council approved no parking signage changes, which included areas westerly of 10th Street, northerly of 9th Avenue and bound by Indian Creek.
- Area 3: On Feb. 20, 2025, it was tabled for further consideration and approved on April 17, 2025 for cul-de-sacs with a raised island to be no parking 24/7 and on garbage days if they did not have an existing raised island and their connecting streets, within in the entire City.
- Area 4: The current area under consideration is bound by 10th Street to the west, 31st Street to the east, 10th Avenue to the south, and McGowan Blvd. to the north.
- All streets within this area are residential streets.
- Some streets already have no parking regulations within this area, but may need to be updated to reflect current codes.
- The residential streets vary in width from 20’ to 28’ wide from back-of-curb to back-of-curb.
- Per Marion City Code, Chapter 284-6, Ordinance 14-05, if any of these streets were built today, there would only be parking allowed on one side of the street, and they would be required to be 26’ wide to be a public residential street. Parking on the cul-de-sac is also not allowed.

All zoning in this area is currently:
- - PI: Public Institutional
- - TR-1: Traditional Low-Density Single Family
- - TR-3: Traditional Two-Family Residential
- - SR-2: Traditional Medium-Density Single -Family Residential
- - SR-3: Traditional Medium-Density Single -Family Residential
- Many of the homes have a 1 or 2-car garage, providing off-street parking.
- Removal of parking on these street segments may reduce traffic calming and increase vehicle speeds.
- Addition of “No Parking” will assist larger vehicles such as fire trucks, garbage trucks, snowplows, etc. to maneuver the street easier.
- The "No Parking" sides of the street were determined based on the location of fire hydrants, mailboxes and driveways, while taking turning movements for larger vehicles and engineering judgment into account.
Residents within Area 4 were notified of the proposed change via postcard in June 2026.
Area 4 Recommendation
Based on the information provided above, the City of Marion's Traffic Advisory Committee recommends the following parking changes for the area bound by 10th Street to the west, 31st Street to the east, 10th Avenue to the south, and McGowan Blvd to the north:
Public Comment
On June 16, 2026, at 4 p.m., and June 18, 2026, at 5:30 p.m., Marion City Council will receive, file and discuss the Traffic Advisory Committee (TAC) report regarding the addition of “No Parking” signage in the area from 10th Street easterly to 31st Street and from 10th Avenue northerly to McGowan Blvd.
