Planning & Development
The Marion Planning and Development Department provides professional services related to planning and zoning. In addition the department is responsible for the development and implementation of various long-range plans, reviewing and approving development proposals for new construction, creation and administration of many capital improvement projects.
Responsibilities also includes administration of subdivisions and similar platting matters; administration of street and alley vacations, variances and conditional uses; preparation and administration of grant applications; assistance to existing and new businesses for the purpose of economic development; and development and implementation of the City's Comprehensive Plan.
Questions regarding planning and zoning issues should be directed to the Planning Staff in the Planning and Develoment Department. For more information on cases being considered for rezoning, conditional use permit, code amendments, or major subdivision plat approval, the minutes and agendas for the Planning Board and Board of Adjustment meetings are available online or at theMarion City Hall. Copies of both the Zoning Ordinance and the Subdivision Ordinance are also available for reference in addition to online at City Hall or the Marion Public Library.

The Marion Planning and Development Department is located on the second floor of the Marion City Hall at 1225 6th Avenue and maintains regular business hours of 8:00AM to 5:00PM Monday through Friday.

The Planning and Development Department is responsible for administration of all planning and zoning matters within the City of Marion, including providing technical assistance to the following Boards and Commissions:
- Next Meeting: 1st and 2nd Thursday of every month - 7:00PM
- Next Meeting: 2nd Tuesday of every month - 6:00PM
- Filing Deadline: 2nd Monday of every month for the following months agenda.

The Planning and Development Department is responsible for administration and enforcement of the following codes and City projects:
- Marion Subdivision Regulations (Chapter 175)
- Marion Zoning Regulations (Chapter 176)

- Tower Terrace Road Corridor Committee Management Plan Advisory Group - The Advisory Group, which consists of elected officials, appointed representatives, engineers, and planners, will help in the development of a Corridor Management Plan for the future and existing Tower Terrace Road Corridor. This corridor management plan will help coordinate both land use and transportation needs within the Corridor and establish clear and uniform guidelines to be consistently applied by Linn County, Cedar Rapids, Marion, Hiawatha, and Robins along the entire roadway corridor.
- Lowe Park Sub Area Planning Committee - This steering committee is comprised of staff from Cedar Rapids, Marion, Linn County, and Corridor MPO. The purpose of the steering committee is to help with the development of a plan that will guide development so that it occurs in an orderly and predictable manner that is consistent with community goals. The plan will also help the various local governments cooperate more effectively and make informed, consistent, and predictable decisions in regards to development in the district plan area (Study Area Map)
- 29th Avenue Sub Area Plan - The City has contracted with Shive Hattery for work to create a detailed sub-area plan for property located north of 29th Avenue, west of Highway 13, East of Indian Creek Road and south of Indian Creek Way. The property totals approximately 1500 Acres.
- Comprehensive Plan Update - A new Comprehensive Plan is needed for the City to protect and enhance the character of the residential neighborhoods and guide the revitalization and improvement of the Downtown and key commercial corridors. The new Plan is needed to build community consensus in order to help integrate land use, zoning, transportation, housing, environmental, economic development and public facility policies of the community.

- Central Corridor Redevelopment Plan - The City has contracted with Ollson Associates for work to create a detailed sub-area plan for property between 8th Avenue and 5th Avenue between 9th Street and 35th Street. The plan will include land use and building design components in addition to street scape and utilities plans.
