Tower Terrace Road will provide another major east-west arterial route across the northern portion of the Cedar Rapids metro area, connecting Interstate 380 to Iowa 13. This video fly-through shows the proposed Tower Terrace Road Alignment.
Tower Terrace Road, from C Ave. to Alburnett Road, is a critical connector that runs east to west. Ultimately, the project will connect to elements that stretch from Interstate 380 at Hiawatha and Cedar Rapids to Highway 13 on the east side of Marion. Tower Terrace Road stands to become an important commercial corridor that will promote sustainable development and help the surrounding communities become stronger.
Planners for Linn County and four surrounding communities—including Cedar Rapids and Marion—laid the groundwork for the project decades ago. Tower Terrace Road is designed to serve as a crosstown route that provides access to an area with a projected population grown of 40,000 by the year 2040.
The project, using Corridor Metropolitan Planning Organization (CMPO) Regional Surface Transportation Program Funding, includes the extension of Tower Terrace Road east from C Avenue to Alburnett Road. The construction will extend the typical cross section of the divided street with grass median, decorative lights, and trees.
The City of Cedar Rapids (Anderson-Bogert Engineers) continues topographic survey and data collection along the corridor.
The City of Marion will provide some additional public input meetings for property owners close to the corridor. These will be scheduled soon and provide the latest available information regarding the project.
The project is in very preliminary stages and will proceed slowly towards construction. Preliminary schedule development includes over 18 months of environmental clearances and right-of-way acquisitions.
Anderson-Bogert Engineers recently stated: "As the design concepts for the project are finalized, the potential environmental impact of the project is carefully studied and evaluated. This process is crucial to the progress of future phases of the Tower Terrace Road project. This part of the Federal Aid process requires a more detailed review of the project impacts at the State and Federal Highway Administration levels. Alternatives and mitigation of environmental impacts are developed and public involvement are included. The Environmental Assessment will start in January 2017, with a public hearing anticipated in the Fall of 2017 and final State and Federal sign off anticipated by the end of 2017.”

Tower Terrace Road Project (10th Street to new Winslow Road)
Mooney-Engle Land Company, $1,517,642
The joint public/private project includes the extension of Tower Terrace Road east from the 10th Street intersection to the new location of Winslow Road (west of Indian Creek). The construction will extend the typical cross section of the divided street with grass median, decorative lights, and trees.
The project will also include the completion of the signalization of the 10th Street and Tower Terrace Road intersection.
The City has completed right-of-way acquisition of property east of the Linn-Mar property and continues to strive for completion of right-of-way acquisition from Linn-Mar Schools.
On August 20, 2015 City Council approved a Development Agreement with Mooney-Engle Land Company regarding the Tower Terrace Road – Phase V (10th Street to Indian Creek Road).
On August 20, 2015 City Council approved concurrence of a contract for the construction of the Tower Terrace Road – Phase V (10th Street to Indian Creek Road) by Mooney-Engle Land Company in the amount of $1,517,642.
After the ribbon cutting on April 21st, Tower Terrace Road from 10th Street to the new alignment of Winslow Road was opened to traffic. Along with this portion of Tower Terrace Road being opened, so was the new alignment of Winslow Road.
2015 Winslow Road Reconstruction Project (Bridge Creek Addition)
The joint public/private project includes the realignment of Winslow Road (pink) through the Bridge Creek Additions to a location west of Indian Creek connecting to Tower Terrace Road. The relocation will allow for the elimination of an existing bridge and remove Winslow Road from the Indian Creek Flood Way. Closure of the existing alignment (green) will occur once the new alignment and the extension of Tower Terrace Road are constructed.
The new realignment of Winslow Road will remain closed west of the current Winslow Road/Winslow Road (new alignment) intersection until the Spring when both Winslow Road Realignment and Tower Terrace Road Phase V are accepted by City Council.
