    Construction will begin soon on Collins Road NE from east of Northland Avenue NE to Twixt Town Road NE. In an effort to provide area residents with a reminder of the project, as well as details on traffic impacts and business access, the City of Cedar Rapids is hosting an open house on Feb. 20.
